The supply of Certificates of Entitlement (COE) for the November 2021 to January 2022 quota period is set to drop across all car categories, marking the fourth quarter in which COE supply has dropped across the board.

This is in line with sgCarMart's projection conducted in October, wherein we predicted a 30%, 22%, and 12% drop in COE supply for Cat A, Cat B, and Cat E respectively.

An average of 3,528 COEs will be available for bidding each month in the coming quarter, a fall from the average of 4,659 available in the quarter from August to October 2021, the Land Transport Authority announced on 15 October 2021.

The COE supply for Cat A cars (up to 1,600cc and 130bhp) will average 1,063, a sizable 33.8% drop down from the current average of 1,605.

Meanwhile, the COE supply for Cat B (above 1,600cc or 130bhp) will average 1,173, down from the current average of 1,541.

COE supply for Cat E will also see a significant fall, from the current monthly average of 394 down to 290 for the November-January period. COEs in this category can be used for any vehicle type except motorcycles but end up almost exclusively for bigger cars.



Commercial vehicle COE bidders will have an average of 180 certificates a month in the next quarter, down from the 230 of this current quarter. The LTA states the current 0.25% per annum vehicle growth rate for commercial vehicles has been retained to allow businesses more time to improve the efficiency of their logistics operations and reduce the number of goods vehicles and buses required, in lieu of the impact the pandemic has had on business operations here in Singapore.

The motorcycle COE supply will contract from to 889 to 822.

The next quota announcement for the bidding period of February 2022 to April 2022 will be made in January 2022. The LTA has also announced that it is retaining the current vehicle growth rate of 0% per annum for COE categories A, B and D, and 0.25% per annum for category C until 31 January 2025. The next review on the vehicle growth rate will be conduted in 2024.
