  • COE supply for private cars to shrink come May 2023

The total average monthly COE supply across all private car categories will hit 1,969 for the quarter of May to July, down from the current average of 2,129.

COE supply for private car categories will fall going into the quarter from May 2023 to July 2023.

The total average monthly quota across all COE categories for the upcoming quarter will stand at 3,191. This is an increase from the current average monthly quota of 3,144. However, this increase in total monthly COE supply comes only because of a growth in COE supply for Cat C and Cat D, used to register commercial vehicles and motorcycles respectively. The COE supply for private car categories A, B and E are all set to fall in the coming quarter compared to this quarter.

The average monthly COE supply for Cat A will fall to 932 in the quarter from May 2023 to July 2023 from the current quarter's average of 1,010
As announced in January 2023, this quarter's new COE supply is derived by taking 25% of the total vehicles deregistered in the 12-month period from April 2022 to March 2023.

The COE supply for Cat A cars (up to 1,600cc and 130bhp, or electric cars up to 110kW) in the coming quarter will hit a monthly average of 932, down from the average of this quarter of 1,010.

The average monthly COE supply for Cat B cars (above 1,600cc or 130bhp, and electric cars with more than 110km), meanwhile, is also set to fall from 860 to 789 come May 2023.

The COE supply for Cat E will also follow this trend, and is set to drop to a monthly average of 248 from the 259 of the current quarter. COEs in this category can be used for any vehicle type except motorcycles but end up almost exclusively for bigger cars.

The average COE supply for commercial vehicles will see a rise in the upcoming quarter. This figure will climb to 137 from the current monthly average of 86. The 0.25% per annum growth for the population of Cat C vehicles will remain in place until January 2025.

The motorcycle COE supply, meanwhile, will also expand from 929 to 1,085. The bid deposit to secure Cat D Temporary COEs will also be raised from $800 to $1,500 from the first COE bidding exercise in May 2023. Cat D Temporary COEs will also get their validity period adjusted from three months to just one month, with expired COEs being returned for bidding earlier than the current practice of the next quarter.

The LTA states that the next COE quota announcement for the bidding period of August 2023 to October 2023 will be made in July 2023.
