Incumbent Max Mosley has also given his backing to the 63-year-old former Ferrari chief, saying that Todt was his preferred successor to the seat.
Frenchman Todt confirmed in a statement: "It is my intention to continue and expand the outstanding work of president Mosley, who for 16 years has worked tirelessly to strengthen the FIA's major motor sport championships."
Todt has already announced his 22-man 'cabinet', which is a requirement set out by the FIA for those who intend to run for the position. Among the people he has chosen include New Zealand's Brian Gibbons and Britain's Graham Stoker as vice-presidents and American Nick Shaw, current FIA deputy president, to preside over the FIA Senate.
Todt's main rival for the seat would be former rally champion Ari Vatanen, who is currently a member of the European Parliament. Vatanen, who is said to be supported by the Formula One teams, has said it is too early for him to nominate his own cabinet.
