Maldonado is leaving after a three-year stint at Williams. He has won the 2012 Spanish Grand Prix and finished within points classification system six times out of 58 races.
Last season he scored 45 points and was classified 15th in the Drivers championships. Out of 19 races he finished only once within points this season while retiring three times.
"It is a fantastic opportunity for me to join Lotus F1 Team for 2014. It's no secret that I have wanted a change of scene to help push on with my Formula One career and Lotus F1 Team offered the very best opportunity for me to be competitive next season. The regulations and cars will change significantly so it is a very good time for a fresh start," commented Maldonado.
The signing of Maldonado also secures a healthy budget, as the driver is expected to bring over sponsors PDVSA - a Venezuelan state owned oil and natural gas company - from Williams to Lotus. It is noted that monetary issue is one of the key reasons for Raikkonen's departure from the team at the end of the 2013 season.
"It is clear that Pastor has pace and potential - demonstrated by his 2010 GP2 Series title success and then through strong races throughout his career at Williams F1 Team - and we are convinced that we will be able to provide the correct environment to enable him to flourish regularly on track," commented Team Principal, Eric Boullier.
With one of the most tightly contested seats in Formula One lineup sealed, Nico Hulkenberg is most likely expected to return to Force India.
