Former cabby with bipolar disorder ordered to undergo mandatory treatment order

Tan Khim Seng, alias Muhammad Khairul Tan Abdullah, a former taxi driver at Trans Cab firm, was sentenced to undergo mandatory treatment order for two years on top of a driving ban lasting three years. According to the local english daily, the cabby who has been suffering from bipolar disorder - for the past 20 years - went on a rampage by hitting 10 cars in a hit-and-run spree.
The 51-year old admitted to 10 charges including careless, rash and dangerous driving, failing to stop after an accident, using criminal force on a public servant and mischief. 39 other charges were taken into consideration, reported The Straits Times.
On the 12th of December 2011, a Community Court heard Khim Seng was driving along Tampines Avenue 5 when he high-beamed a car before gliding onto the victim's lane and grazing the right side of the car. Khim Seng then overtook the car and abruptly applied his brakes, causing the car to rear end into the cab. Khim Seng alighted and yelled at the driver, choked his neck and put his fist on the victim's cheek. He even tried to open the driver's door.
45 minutes later, he was involved in a minor collision with another taxi. He then proceeded to use a windscreen wiper to smash the headlights, windscreens and taillights of the cab, which caused a dent on the front.
As his rampage continued, the police were alerted to look out for Khim Seng's taxi, and when a patrol car tried to pull beside Khim Seng's cab along Jurong Canal Drive - the cabby veered into the officer's path. He refused to stop and beat the red lights at Jurong East Avenue 1.
Eventually, Khim Seng was arrested at Boon Lay Avenue by Boon Lay Drive after being forcefully removed from his taxi. The cabby also grabbed the police officer from the front and pulled his lanyard, causing it to break.
