In similar fashion, the Motor Traders Association (MTA) has suggested, to the government, a cash incentive plan that offers up to $10,000 in grants to commercial vehicle owners in a bid to encourage current owners of old commercial vehicles to switch to new, environment-friendlier units that meet the Euro 4 standards or higher.
Contrastingly, a number of restraints were also proposed, i.e. tighter enforcement of emission rules, harsher penalties and surcharges for older vehicles that have their COE revalidated.
Glenn Tan, Vice-President of MTA commented, "Currently, we have the CEVS (carbon emissions-based vehicle scheme) to encourage environment-friendly cars but we don't have anything similar for commercial vehicles. And diesel commercial vehicles are the ones that are more pollutive."
According to The Straits Times, a 10-page White Paper submitted to the Ministry of the Environment and Water Resources (MEWR) back in November reveals the MEWR's target to boost air quality by 2020 cannot be materialised at current vehicle replacement rates.
Back in 2009 the U.S.A held a 'cash for clunkers' programme, which allowed older vehicles to be traded up.
