Finally.
Premiums have finally taken a considerable dive in this second COE bidding session of October 2025, following months of what looked like a largely unabated steady climbs across all categories. Important to note, is the fact that the total number of bids across the private car categories also saw a significant dive this session compared to the last. The total number of bids submitted this session for Cat B, in fact, is the second-lowest seen in one session so far this year.
Don't take this to mean COE premiums are expected to begin falling however: Dealers here still have weeks to bid on the COEs needed to meet the new car purchases done at the recent The Car Expo. And they could well be simply withholding their bids in anticipation of a COE supply increase come November 2025.

Cat A COE - Backing off from that record high
Premiums for Cat A, for cars up to 1,600cc in engine capacity and with an output of no more than 130bhp or electric vehicles with a power output of up to 110kW, slipped this session by $6,105 (4.8%) to reach $122,000.
The current premium now stands at 22.2% above the 12-month trailing average. The total number of number of bids submitted exceeded the number of successful bids this round by 55%, lower than the 12-month average of 56% for the category.
Cat B COE - Taking a $9,111 hit
Premiums for Cat B, for larger cars with more than 130bhp or engine displacements larger than 1,600cc or electric vehicles with a power output of more than 110kW, slipped this session by $9,111 (6.5%) to reach $131,889. Premiums for the category have risen in the past five consecutive bidding sessions.
This new slip means the current premium for the category is now 12.2% above the 12-month trailing average. The total number of unsuccessful bids this round exceeded the quota available by just 21%. This is lower than the 12-month average figure for the category of 49%.
Cat C COE - Still going up
Premiums for Cat C, for goods vehicles and buses, climbed this session by $2,500 (3.4%) to close at $76,801. The number of unsuccessful bids this round exceeded the available quota by 55%, higher than the 12-month average for this category of 53%.
Cat E COE - Adding to last session's dip
Premiums for Cat E, the open category, continued to slipped this session after the minor dip witnessed last session. This session saw premiums for the category dropping by $4,009 (2.9%), brining the final premium for the category to $136,000.
The current premium for the category is now 15.4% above the 12-month trailing average. The total number of unsuccessful bids this round exceeded the quota available by 59%, lower than the 12-month average figure for the category of 86%.
Prevailing Quota Premium
The Prevailing Quota Premium is the amount to be paid for COE renewal and is computed from the moving average of the previous three-months of COE prices. Those looking to renew the COE on their cars will thus have to pay the following prices for the respective months.
