In an announcement on 14 October 2025, the Public Transport Council (PTC) has said that overall, public transport fares will be increased by up to 5% overall. This adjustment is expected to come into effect by 27 December 2025 and is part of the 2025 Fare Review Exercise (FRE).
For basic bus and rail services, adult card fares will increase by $0.09-0.10 per journey. Concession card fares for journeys on all basic bus and rail services up to 3.2km will be kept unchanged. PTC has said that this will benefit concession cardholders who are dependent on public transport for short trips to school, work, or nearby amenities. For journeys longer than 3.2km, concession card fares will increase by $0.03-0.04 cents.
Per journey cash fares will also increase by $0.05 for students, $0.10 for seniors and persons with disabilities, and $0.20 for adults and other commuters.
Currently, adult commuters and concession cardholders can cap their monthly public transport expenditure by purchasing monthly passes. Therefore, PTC will reduce the prices of monthly passes for adults ($6) and seniors ($3). Similarly, the Singapore government will reduce the prices of monthly passes for workfare transport concession cardholders ($4) and persons with disabilities ($3).
PTC has also decided to adjust the card and cash fares for express bus services. This will see an increase of $0.40 for adults and $0.20 for concession groups who pay by card. Meanwhile, cash fares - where all commuter groups pay the same fares - will see an increase of $0.60.
To cushion the impact of this fare increase, PTC has recommended that the Singapore government draw on the Public Transport Fund to provide further assistance to lower-income resident households in the form of Public Transport Vouchers (PTVs). For this 2025 FRE, eligible households will receive PTVs worth $60.
