TP to roll out new Early Payment Scheme in 2026

Come 1 January 2026, the Traffic Police (TP) will implement a new Early Payment Scheme (EPS), under which motorists can receive a $30 reduction on their composition fines when payment is completed within 14 days of them receiving their first Notice of Traffic Offence (NTO).
The EPS is only applicable for locally-registered vehicles that have committed traffic offences attracting composition fines of $50 or more.
In case you ever find yourself in the unfortunate circumstance of receiving an NTO, and are wondering about whether you qualify for the EPS, fret not: The TP has stated that it will notify motorists of their eligibility through the NTO.
Should they fail to pay for the fines within 14 days, the full composition fine will apply after, with no further extensions granted.
The TP has shared that the EPS aims to promote the prompt payment of composition fines relating to traffic offences, as well as to reduce the level of resources it has to expand when dealing with "meritless appeals".
In 2024, it issued approximately 6,000 NTOs and processed more than 1,000 appeals per month on average. A vast majority of the latter were rejected as the the authority only grants concessions in exception circumstances and with supporting documentary proof (such as in medical emergencies).
Moving forward, the TP hopes that the resources saved on dealing with appeals can be better optimised, and reallocated to more critical areas such as enforcement.
