In the first round of bidding for November, Certificate of Entitlement (COE) prices fell across all categories.
This bidding round saw increases in quota available across the categories compared to October, which, coupled with the fact that average quotas available for the coming quarter is expected to increase for all categories except Cat A, could have led to more conservative bidding from car buyers this round.

Cat A COE - COE premiums slip as the quota for this round takes a jump
Premiums for Cat A, for cars up to 1,600cc in engine capacity and with an output of no more than 130bhp, decreased by $1,344 (3.6%) and ended at $35,990 this bidding round.
Premiums for the category now stand at 7.3% above the 12-month trailing average.
The increase in quota available for this bidding session has brought the percentage of unsuccessful bids exceeding the available quota to 31%, this figure has averaged 56% for in the last 12 months.
Cat B COE - COE premiums take a $1,990 tumble
Premiums for Cat B, for larger cars with more than 130bhp or engine displacements larger than 1,600cc, took a tumble this bidding round. This bidding round saw Cat B premiums fall by $1,990 (4.9%) to end at $39,000.
This drop sees the premium for this bidding round settling into the 81st percentile of the 12-month trailing average, at 3.9% higher than the average for premiums of the last 12 months.
The jump in quota available this bidding session also saw the total number of unsuccessful bids this round exceeding the quota available by 40%, lower than the 12-month average of 50%.
Cat C COE - Premiums fiinally ease from their all-year high
Premiums for Cat C, for goods vehicles and buses, have finally eased from their all-year high, decreasing this bidding round by $2,276 (6.7%) to end at $31,502.
Cat E COE - Small fall in premiums this round
In Cat E, the open category, premiums fell by $389 (1.0%), closing at $39,500.
The premium for this bidding round now stands at 3.7% above the 12-month trailing average and is at the 54th percentile of the premiums of the last 12 months.
The number of unsuccessful bids this round exceeded the available quota by 47%, which is lower than the 12-month trailing average of 55%.
