The LTA has announced that the COE quota is set to climb for the upcoming quarter, with 18,701 certificates allocated for the upcoming August to October 2025 period. This is slightly more than the 18,232 certificates for the outgoing quarter (spanning May to July 2025), and marks a 2.6% quarter-on-quarter rise.
The total number of COEs available for bidding in Category A will reach 7,586, while Category B will receive 4,737 certificates. The numbers translate to a gentle rise of only 1% for both categories.

Total Quota for May 2025 to Jul 2025 | 7,511 | 4,689 | 1,625 | 1,209 |
Total Quota for Aug 2025 to Oct 2025 | 7,586 | 4,737 | 1,642 | 1,538 |

In addition, a total of 1,642 COEs will be available in Category C, with Category D getting 3,198 certificates. Perhaps relevant to car-buyers is that Category E, the open category, is set to see the largest increase this time, with a 27.2% rise to 1,538 COEs.
It's worth noting that out of the 18,701 COEs for the upcoming quarter, 4,354 comprised redistributions from identified guaranteed de-registrations from the future, as well as from additional injections. A total of 2,597 COEs were added into Category A, while Categories B and D received 605 COEs and 1,152 COEs respectively.
While the COE quota - as promised by the authorities - is still on the rise, the latest numbers mark the smallest increase we've seen over the last few quarters, even as premiums across all passenger car categories remain above the $100,000 line (correct at time of publishing).
For context, the quota for the May to July 2025 period marked a 6.4% increase from the February to April 2025 period. Prior to that, the quota for the February to April 2025 period had marked an 8% rise from the period spanning November 2024 to January 2025.
